The short answer: SurveyMonkey is the most complete if you can pay for Advantage or above, where its AI reading starts. Enform fits small teams who mostly ask open questions and need the answers read and counted. Typeform has the best form, SurveySparrow the most ways to send, and Google Forms costs nothing extra with a Google account. Delighted, a common pick on older lists, is no longer available.

What's the difference between a survey tool and a feedback tool?

They overlap. Survey tools build and send questionnaires; feedback tools often add recurring surveys, in-app prompts or reading help on top. The question to ask is whether the tool helps you read the answers on the plan you'll pay for.
No. Qualtrics, which owned Delighted, says it is no longer available, and delighted.com now points to Qualtrics.
